Hemsford Management Ltd
Hemsford Management Ltd is a property management company that was originally set up in January 1998 by one of the previous owners of Hemsford (a property developer). Hemsford was originally an active farm and was subsequently converted into a holiday cottage business. When the holiday cottage business was in full swing, the cottages were all subject to a planning restriction which limited them to holiday use only. Subsequently the whole of Hemsford including the holiday cottage business was sold to a property developer in the late 1980's who managed to obtain full planning permission for the cottages to be used as permanent residences. At that time a great deal of work was carried out to divide the estate and cottages into the format that exists today. The division of the estate meant that it was essential to set up a property management company in order to manage communal areas and matters.
The Management Company was therefore formed in January 1998 in order to manage the communal facilities surrounding all the cottages and farmhouse but the property known as The Stables is the only property at Hemsford which is not included in Hemsford Management and is not a shareholder. Each of 16 properties (not including the property called The Stables) have one share in Hemsford Management Ltd. The communal facilities comprise of a number of car parking areas, driveway, extensive grounds, a tennis court, an equestrian arena, a communal sewage treatment plant, and communal water supply. Each of the 16 properties (not including The Stables) contributes an equal share of the cost of the upkeep and maintenance of the communal facilities (a service charge) Each property (including The Stables) also contributes to the cost of the water which they have used from each individual household metered supply. Regular meetings have in the past been held to discuss local issues and to carry out all the administration tasks necessary. All individual shareholders are entitled to become Directors in Hemsford Management Ltd.
Hemsford Management Ltd is a non profit making organisation and the service charges which are collected from shareholders are merely used to cover the cost of running the estate, and the associated administration of the Limited Company. In 2018 the shareholders of Hemsford Management Ltd made the decision to appoint a managing agent so that all the tasks required including preparation of accounts, statements, debt collection, site maintenance and administration would be carried out by an agent in the future. This decision was taken after almost 20 years of a small number of residents/shareholders carrying out the roles freely and voluntarily saving a huge sum of money for the residents. This change did not fare well, and several agencies failing to serve the shareholders well resulting in problems. Since 2023 Hemsford Management Ltd is now back in the hands of the shareholders and directors who are in the process of rectifying all the mistakes made.
